RYAN SMALLEY, AICP, PE | Principal

Ryan Smalley is a Principal and co-founder at Envision with 20 years of experience in urban and regional planning and capital improvement projects with a primary focus on public engagement and project management of comprehensive/master plans and transportation/utility infrastructure studies. He has worked with a host of clients ranging from Metropolitan Planning Organizations, Regional Planning Commissions, Departments of Transportation, County Engineers, Municipalities, Townships, Community Development Corporations, non-profits, and corporate clients. Ryan has managed numerous planning and design projects throughout his career and utilized his unique skill set as both an engineer and planner to help his clients “dream big” while still finding cost-effective, incremental solutions. Ryan holds a Masters Degree in Urban Planning, Design and Development and a Bachelor of Science in Civil Engineering.

EMIL LISZNIANSKY, ESQ., AICP, PE | Principal

Emil Liszniansky is a Principal and co-founder at Envision and a certified planner, licensed attorney, and registered engineer. Throughout his 20-year career, Emil has been immersed in a diverse mix of strategic planning and economic development initiatives including comprehensive plans, infrastructure projects, community revitalization efforts, project development finance, and funding pursuits. Emil brings a unique perspective to the strategic planning process as his technical background allows him to identify creative, yet feasible solutions, while his legal training allows him to successfully navigate complex contractual and regulatory issues. An experienced grant writer and funding strategist, Emil has helped Envision clients to secure over $80 Million in funding assistance since 2016.

JENNIFER SYX | Director of Economic Development

Jennifer Syx is Envision’s Director of Economic Development and has over 20 years of experience in the private, non-profit and public sectors. She works with communities and companies on strategic economic development initiatives including site selection, business attraction strategies and recruitment, and incentive packages. Jennifer has secured over $253 Million in financial incentives and funding assistance for corporate and municipal clients. Jennifer holds a B.S. Marketing from Kent State University. Her project experience includes master planning; land acquisition, site assembly and readiness; brownfield redevelopment; grant and incentive procurement; market analysis; and economic impact statements.

TOM MOELLER | Director of Public Finance

Tom Moeller is Envision’s Director of Public Finance, drawing upon his four-plus decades of experience in city management. He brings extensive capital project management experience including downtown revitalization/streetscape, utility treatment plant expansions, construction and renovation of municipal buildings, street improvements and stormwater projects, as well as significant knowledge and experience in public budgeting and municipal finance. Tom has served as an Associate Adjunct Professor of Public Budgeting and Finance at both his alma mater, the University of Cincinnati, as well as at Xavier University.
